I think that behavior is correct.
You haven't installed the JBoss Runtime Detection feature and there isn't the
Runtime Detection preference page.

The JBoss Runtime AS Detector requires only the org.jboss.tools.runtime.core plugin.
The JBoss Tools Runtime Detection preference page is included in the
org.jboss.tools.runtime.ui plugin.
If the user wants to create his own UI, he would install runtime detectors he wants and
would create the UI.
If you want the JBoss Runtime Detection preference page to be shown, you have to install
the JBoss Runtime Detection feature.

Detection preference page:

Feel free to set the fix version accordingly, but this seems quite serious.
When you try to install only these three features on a clean Eclipse Indigo SR2 JEE:
JBossAS Tools
Seam Tools
JBoss Runtime AS Detector
finish the installation, restart Eclipse and then go to Preferences -> JBoss Tools,
there is no JBoss Tools Runtime Detection available.
The runtime detection feature can be seen in the installation details.
