Then I quit JBDS, removed the workspace, started again and this time canceled the dialog to add the eap server. Now the Download runtime button no longer works :( I tried a couple more times and this is a pattern: If I allow runtime detection to add the eap server first, then it will work. If I don't, it will not work. So it seems that having an existing server somehow helps.
