Static metadata was a set of big XMLs (~8 MB) and we used a complex mechanism of cache to make it work quickly enough. And it was a pain to keep these XMLs up to date. I see only one way to restore this mechanism for CR2: we could restore our old common.kb plugin with old code and old metadata (wasn't updated since 06/2009).
