It appears after playing with this a bit more that it is not related to the Assign (or
even the BPEL Editor). It appears to be an Eclipse issue, where you can make certain edits
to the files. For example you cannot delete, but you can cut and paste. Closing and
re-starting Eclipse solves the problem.

In certain situations the Assign Editor will no longer allow editing of the Name> I
cannot consistently reproduce, but it appears to happen when a second Assign is added.
There is an information i on the first assign: Copy rule not checked - from-spec type-of
"unspecified", to-spec type-of "<xsd:complexType
"SecurityHeaderType">".
This may be due to the variable initializers that the BPEL Editor generates when doing
the first assign. I will attach project to this JIRA.
