This is a known issue. The problem is most likely that you have the Atlassian JIRA
connector for Mylyn in your workspace or some other tooling installed that pulls in the
javax.soap 1.3 version.
This will be fixed in the next version of Eclipse (Indigo, due out in June) but
doesn't help us out in the short term.
The workaround is to remove the 1.3 version of the javax.soap plug-in from your
environment.
I have it on my to-do list to implement Snjeza's shorter-term solution for CR1.

After some research it seems javax.xml.soap 1.3. is required only by spring plugin so
that's why ws tester works good on JBT even after m2eclipse or subversive
installation. In jbds javax.xml.soap 1.3 is not present after installation, but it's
installed after possibly any further update or installation and then ws tester can't
be loaded. Second issue is even there is constraint not to use 1.3 for ws tester manifest
eclipse uses it.

Thanks for the clarification. Since the Eclipse folks aren't fixing the manifest.mf
issues on javax.xml.soap 1.3 until Indigo (the next major release), I'll have to work
around the issue by including the jars directly in the plug-in myself. So this should be
resolved in CR1 and then I'll have to undo my workaround in a future release.

I have delivered the fix recommended by Snjeza in JBIDE-6450 comment 15 (#2) for this
release to trunk (CR1). Once the Eclipse Indigo release goes out in June 2011 we should be
able to roll this back to just point to the plug-in wrapper vs. including the jars
directly.
