People keep asking me, if JBDS or tools can simply touch web.xml. When they develop, they
try to 'Full publish' on the deployed project, which does not actually touch
web.xml (why?) They workaround it touching it by hand or simply editing and saving trivial

Almost nobody including me is able to use our button in main toolbar. That is probably
because almost nobody uses the main toolbar and does not expect such feature there.

Full publish deletes the deployed module and republishes it in its entirety. Therefore a
new web.xml is in existence and does have a newer timestamp.
