Changing from/to exploded<->compressed is working 100% in API as far as I can tell.
The major problem is Eclipse's resource API is caching, and a simple
clearHistory/refreshLocal isn't solving the problem. I've gone as far as to try
and have Eclipse remove the old resource using the resource API, but this is still not
affecting the outcome. This problem will probably require some more research. For now,
changing from compressed->exploded seems to be refreshing ok, but going back the other
way is where the problem manifests. Deferring fix until post-EclipseCon.

When editing a package (ui) and changing it from zip to exploded, the change does not
take effect.
The xml / .packages file remains unchanged. Editing the jar once more shows it has
remained as zip compression.
