You can set `jgit.ignore` to exclude some files from timestamp resolution. There is an
example of such setting in
https://wiki.eclipse.org/Tycho/Reproducible_Version_Qualifiers
.
But in this case, if some jar actually changed, I think it's important to either
understand if the change in the jar is "legal" or not and decide whether to pick
another more stable version; and if the new jar is actually better, to bump the bundle
version as it provides new content.
Baseline and reactor have same fully qualified version, but with
different content in jbosstools-base plugins/features
