If I don't have anything selected in the OS explorer then when I do "deploy to OS" on the image then the "Sing in to OS" page of the wizard is open where I can select the connection. But if I have selected a connection in the wizard already then the second "Deploy the Image" page is open. But I agree that even when I have some selection in the OS explorer it still can be confusing to the user.
