Workflow for running locally:
Create Server
Run as on project.
Workflow for running on openshift
Create OpenShift Server
Run as on project
This is consistent.
But agree that it should be easier/more obvious on a project that you can
"enable" openshift.
Suggestion is to do JBIDE-10546 having an action under Configure for a project that
"enables" openshift on the project by allowing you to create or use existing
openshift application on your project.

observed a user who intuitively that he should first create is app locally, then run-as
on server locally, then run-as on server at openshift - he did not think he first needed
to start the openshift wizard.
so can we launch that wizard from both locations?
