Can only be fixed by respinning the JBDS update site and installer builds using
-DBUILD_ALIAS=M1 flag.
Does this really block M1 release?
We unfroze the branch for CR1, so doing a respin now would introduce post-M1 changes.
Alternatively, I can branch from an older revision (rather than the HEAD of the branch)
and attempt to respin from there.
