Not a bug. What you tried to do was to install a PIECE of JBDS without installing all of
it (or install something that depends on a piece of JBDS), so Eclipse told you it
couldn't do that.
But with the remediation options in Eclipse p2, you can simply elect to update to JBDS
8.0.2, which will get you all the deps needed for CordovaSim and allow the installation to
proceed.
Workaround:
Install JBDS BYOE (from marketplace or update site) instead of the Branded Product via the
installer jar. Then you can install things more piecemeal without being required to update
EVERYTHING to the latest JBDS each time you try to update SOME of JBDS.

The updatesite for JBDS 8.0.0 seems to have removed CordovaSim. When I go to install the
Hybrid Mobile tools (clicking on Hybrid Mobile Project of JBoss Central), then the default
action is to "not install CordovaSim".
