As a note to Luciano:
You cannot simply remove the module tag. I realize that has fixed your error for now, but
in production that tag will still be required to be there or some features on the server
may be missing.

I am unable to replicate this issue in trunk. I even went so far as to set a breakpoint
between module publishes to make sure that even though this EAR may be published in two or
three steps, the JMX deployment scanner has been turned off in the meantime. I've
verified this is true.
Are you using the JMX Poller to start your server? Or some other poller? If you're
not using the JMX Poller, please make sure your server has JMX enabled.
I'll look into some changes that can streamline this issue even if your JMX is not
enabled, but there's no guarantee for that just yet.

Resolution: Cannot Reproduce Bug
I'm going to close this as cannot reproduce. User complained that it did not deploy
the jboss-seam.jar even if published BEFORE the server was started. I am unable to
reproduce that behavior.

I will try the JBT 3 Beta 1 with Eclipse Ganymede. What versions you suggest to work

For this specific case the JEE Developer version is fine.
