Steps to Reproduce:
1. Run runtime detection and make sure there will be an error - e.g. search for cdk in
.minishift, so that it will require minishift binary location
2. Once you have an error in the runtime detection dialog, click it to show a list of
quickfixes
3. Open the system file picker from that action - the list of actions will be hover above
the file picker
The tooltip stayed there even if I switched to another application. But it disappears when
I switch back to devstudio, so that's kind of a workaround.

The quickfix column of runtime detection will show a sort of a tooltip with list of
actions when you click the errors. This tooltip/window is somehow broken - it will be
displayed above everything all the time. So even if I select "Set minishift binary
location" and a file picker is opened, this tooltip is above the file picker and
obstructs my selection.

Side question: Why is the tooltip so big even if there is just one action?
This is on Mac. Latest nightly of devstudio 11.3.0.AM3.
