So I am curious to see more details on how to reproduce this from scratch. Because the runtime dialog will not let me set an execution environment that doesn't contain a matching JRE. I even tried to select JavaSE-1.8 execution environment and then remove Java 1.8 from Eclipse. But then the linked JRE in launch config change to java 1.7 and the server still started normally. So yes, I agree it's a bug for the server to keep starting when you receive the error.
