Description:
Create Struts Kick Start project and open struts-config.xml file in Struts Config Editor.
Expand actions-mappings node in Tree.
Right-click on /greeting action-mapping
Displayed popup menu has two times menu item "Open Declaration". First menu item
opens GreetingAction.java file and second one opens GetNameForm.java.
The same issue occurrs when popup menu in Web Project > <struts project> >
Configuration > default > struts-config.xml > actions-mappings > /greeting is
activated.

There are 2 menu items in Create Special Plug-in but they do not have labels.
