This behavior equal to behavior of new HTML file wtp wizard, here you can add html
templates with diff contexts. But only files with new html context will be available.

I am not sure, that default context should be New XHTML. In most cases user will default
code snippets which will be available by clicking by clicking CTRL+SPACE, not by calling
New File Wizard. So I assume will be correct to leave a ALL XHTML context by default.
