Resolution: Out of Date
JBIDE-2798 enables recognizing the Portlet component on some servers. The portlet-api
library can be used within these servers. However, there is a preference that enables
adding the Portlet facet to any server, in which case we can't use this library from
the server. Since the library is used only at compile/design time (it isn't deployed
on the server), I think, we can just leave this as it is.

I disagree (assuming I understand the usage ;)
portlet-api.jar is something that will change over time and how is that supposed to be
maintained by users ?
It should be done by external runtimes/dependency-management; not by us having a static
.jar inside some plugin.

I don't know which runtime we could use if the user disables "Check Runtimes for
Portlet Components" and chooses his own server that isn't one of these:
- JBoss Portal server
- JBoss Portlet Container Bundle with JBoss AS
- JBoss Portlet Container Bundle with Tomcat
Would we ask the user for the location of this jar (jsf asks for jsf libs in a similar
way)?

Library provided by JBoss Tools....as long as the library is not pointing *inside* jboss
tools plugins...in this case the jar should be copied imo - otherwise the user cannot
control well/easily which .jar's are actually used...
