It looks like a bug of Ajax4jsf wich should
ServletContext.getResource("/WEB-INF/xxxx"); to find xcss instead of using class
path.
And copieng *.xcss to WEB_INF/classes seems to be a workaround which seam-gen uses.
In JBoss Tools you can move your *.xcss to src/main folder as workaround since it
doesn't use ant scripts for deployment.
And please report it to RichFaces team.

RichFaces uses these special URI's because of its skins dynamic nature. Most of
stylesheets and images are generated "on the fly" so tools have to get generated
content by some way. We can generate static files at development time so they could be
used instead of dynamic ones in editor, but that will disable ability to get proper page
content for different skin.
Another way, that has already been discussed couple of times is using embedded container,
maybe simlified one that we are using for test, to run page and provide actual HTML code
to editor. In this case, visual editor can show actual page even for third-party
components, but Denis said that it would be hard to edit such content because editor has
to make backward transformation, from HTML to component and its attributes.

I've spent about two days in attempt so reproduce that error. Unfortunately, I've
not able to create project by JBDS ( it does not work at all for me, so I debug a small
test application with different servers ).
Richfaces uses ServletContext#getResourceAsStream call to resolve resources in the web
application context. While it works fine in any other servlet container, the same call
from application that runs on the Jboss AS 5.1 under JBDS connector always returns null.
Even more, I cannot run facelets application with Jboss AS 5.1 by any way; it always
generates error message at library level:
17:19:25,617 SEVERE [compiler] Missing Built-in Tag Libraries! Make sure they are included
within the META-INF directory of Facelets' Jar
For JSP application that runs as packaged war on the standalone server, load dynamic
styles works as expected.

of project did you create ? A seam app via the wizard or the oldstyle jsf app based on

Could you attach the simple example you say work in other containers ?

Okey, so I took this for a spin (again).
First of all: I see *zero* difference in behavior when running the same app inside or
outside of JBDS or JBoss Tools so I'm ruling out the option that JBDS/JBoss Tools is
causing any of this at runtime. If you don't believe that, then please just run the
tests in a normal AS since it does not matter - this thing fails no matter what. I just
want to find out if it is AS or Richfaces that has the bug.
I created two projects: csstest using recent JBoss Tools/JBDS with EAP 5/Seam 2.2 and a
myproject generated with seam project.
The visual result of this can be seen in JBIDE-5846 where the styles are rendered
differently and I believe this issue is the cause of that.
In "myproject" (seamgen) I get:

That app is the default .war that seam-gen creates and here the stylesheet works, but
*only* because WEB-INF/classes/stylesheet/* is there.
Could you try this out (dont use jboss tools/JBDS, since it is not related to the tools)
and try remove the stylesheet folder and tell me
what you see ?
I'm moving this off CR2 and to GA - but only for pinning down the runtime issue;
i'm not going to create .war's with bad practice redundant and nonportable
packaging in the tools

This appears to me to be an incompatibility between the template.xhtml and JBDS/seam-gen.
The template uses the resource:/ protocol to load the resource, which, as Alex says means
"look on the classpath".
JBoss 4.x considers the context root to be on the classpath (which was a
"feature"), whilst JBoss 5 and newer doesn't.
The correct fix IMO is to adjust the template to not use the resource:/ protocol.
