Hard to reproduce but it sounds the use case is when the remote central zip cannot be
retrieved because we are trying to load the local zip file. My guess is that the local
folder has been previously created thus we don't perform an extraction thus the
index.html is not present. Maybe we should force overwrite when processing local zip.
Still trying to reproduce. Any comments [~fbricon] ?
