The reason is the following:
When creating a scalable app, OpenShift adds the ha-proxy embedded cartridge. This
cartridge is a must for scalable apps. When the wizard embeds the cartridges you selected,
it'll sync the existing with the selected, embedded cartridges. It will spot ha-proxy
which the user did not select. It'll therefore try to remove it.

I now skip the cartridge-removal when creating a new app. That means that the user will
still get into the error when trying to remove the ha-proxy from the scalable app. But
