The problem seems to be in the repo configuration indeed.
Our rhel machines are configured with dist ("stable") repos. Meaning rhel7.7 is
probably looking at this URL:
https://pulp.dist.prod.ext.phx2.redhat.com/content/dist/rhel/server/7/7.7...
But since rhel7.7 is still in beta, the packages are not yet in the dist repo, so the
machine probably falls back to the latest packages from 7.6.
The 7.7 packages can be found in the beta repo:
https://pulp.dist.prod.ext.phx2.redhat.com/content/beta/rhel/server/7/x86...
In the end the choices are
- wait for rhel7.7 release, at which point the packages will be available in the
configured repos
- start testing with beta repos configured instead
