Currently there is some doc for using the Central zip, but it's not very formal.
1. doc on the 9.0 update site pages, such as
https://devstudio.redhat.com/9.0/snapshots/updates/ (see right-hand column):

Offline Install
Looking for an offline solution? You can perform an update using these zips:
* Update Site Zip
* Target Platform Zip (dependencies)
For offline installs from Central:
* Central Update Site Zip
* Early Access Update Site Zip

To install from Central in a completely offline mode, you need 3 zips. To install from EA,
you need 4 zips.

This is what comes up when I try to install everything from the central zip:
