The site for Beta1 build references url
http://download.jboss.org/jbosstools/targetplatforms/jbosstoolstarget/luna/ , which is the
latest approved RELEASE of a TP for Luna. So far, it's still Alpha2.
Beta1 was built against Beta1 TP, which contains the right bundle.
This is the expected behaviour: site referencing a "proxy" site for TP that we
update during releases, and proxy being the TP for latest release of JBoss Tools.
Sometimes, changes in TP makes that staging version can't install against TP for
latest release.
I would close this as INVALID since it's not a bug.

Using

on Luna M6 JEE install I get this error:
