I believe the two images you are showing look identical to the enabled action, and neither look very much like the disabled action. I can assure you, though, that while the publish action may not have any bright or noticable colors (unlike the stop and launch icons which are very colorful varities of green and red), it appears to be enabled in both of your screenshots.
