The new article was created to provide instructions about setting up a remote server, but does not contain any information about apps at all. As a result, I felt this fits thematically in a new header rather than Deploying and Debugging Apps, or its counterpart on the enterprise docs splash page, Developing for enterprise (subtitle: Developing, testing, and deploying enterprise applications using IDE tools).
