First of all it was disabled because external files do not have any project and folder
scope to apply settings and it isn't much sense in this dialog for a single file,
second - external files have a different representation in eclipse than eclipse's
IResource and our storing mechanism is based on IResources: IProject, IFolder, IFile. So
disabling this dialog was an acceptable solution in terms of time/efficiency.
If we decide to leave this dialog for external files we should:
1) Disable options for project and folder scope.
2) Update storing/restoring mechanism to store/restore somewhere information for external
files (workbench scope seems to be the most suitable). To my mind updating current storing
mechanism won't be fast.
I'll also ask Maxim for his opinion.

1) DND some page (JSP, XHTML, JSPX) into studio
2) Open Page Design Options
3) Choose any tab (Substituted EL Expression, Include CSS file ...)
4) Set any variables
5) Press OK.
6) Open Page Design Options
ASSERT: All variables from previous step should be saved
RESULT: All is clear. There are no any variables on tabs.
