Before solving this bug, each workspace change would force the openshift publish message
box to come up. This message box would ask if you are sure you want to commit / push to
openshift. Every workspace change, every auto-publish, adn every icnremental publish,
would cause this dialog to pop up.
Now, after this change, only user-initiated publish events will actually attempt to
publish. This means clicking the 'publish' icon in the view, right-clicking a
module in the servers view and selecting full publish, etc.

after changing to publish finish we lost the ability to know if the user explciitliy
asked for publish.
needs fixing.
