There are several options to consider here:
1. Disable New Web Service Wizard for empty diagrams
2. Disable Finish button in Create New Service Wizard and show error message for wizards
called on empty diagram
I would go with option #2, because it helps in understanding what needs to be done to
create Web Service. First option just disable illegal action without saying a word what
needs to be done to enable it.
