It differs from app and used UI lib and icon set used. At least some desktop Windows (8.1)
apps scale well (see Wordpad screenshot for example). For some others it depends of type
of icons that are used so some icons are ok, others are small but at least UI lib allows
that. In Eclipse what I've seen icons don't scale in menus and toolbars don't
scale at all. And yes, for scaling you need either use multi-size ICO file or vector image
I suppose (not sure if it's supported by SWT).

When using JBDS on UHD screen the toolbar is unusable due to it not being resized and too
small to use properly.
