If you installed JBT M3 on some older version where RichFaces 3 was shown then you may see
both RichFaces 3 and 4. If you install JBT first time you will see RichFaces 4 only until
you change Palette settings.

In most cases a new palette updates the old one but in some cases it's very hard to
update it properly and not to overwrite user's customizations.
You can remove your old palette manually:
<worspace>/.metadata/.plugins/org.jboss.tools.common.model/Palette.xml
