there really shouldn't be anything stopping us from allowing
users to select servers without runtimes.
The new project wizard doesn't take servers. It only takes runtimes. You may think
you're selecting "a server as a target runtime" but really you're
selecting a runtime as a target runtime.
There is no way to target a server to a project; only runtimes. So it's not that your
server isn't listed because it has no runtime; your server isn't listed because
the combo isn't listing servers. It's listing runtimes.
Servers without a runtime cannot be selected as target runtime for
new projects

Yeah, I know, this sounds kind of obvious - there's no runtime, so it cannot be
selected as a target runtime. On the other hand, when you create archetypes from central,
there really shouldn't be anything stopping us from allowing users to select servers
without runtimes. What do you think about this?
