I'd propose moving "Deploying and Debugging Apps" to second place, just under the "Configuring the IDE" header because the (as I see it) configuring the IDE and deploying an application in local mode are both fairly basic/generic tasks and likely to be the first step for new users, while the more specialized app deployment information follows.
