jbdevstudio.ini is generated by p2 based on product definition, and is altered by
touchpoints (p2.inf).
I'm not sure whether a product update "usually" updates path to Equinox
launcher. In that case, it seems like updating the product definition doesn't update
path to laucher, which might be interpreted as a p2 bug.
The discovery URLs are on our side and are most likely a forgotten update of the p2.inf
file.

User noticed issues with 7.0.0 to 7.0.1 updates at
https://community.jboss.org/message/841477#841477 that needs investigation.
The post is about osx but I don't think this is limited to this OS, just that OSX has
a different java behavior.
Worrisome issues are:
development url used in GA update:

startup/launcher directories are hardcoded in the .ini file:

Have these been forgotten/set wrong in the update or is this some specific update path
that is failing ?
