Current implementation of EclipseUtil.getCompilationUnit(IFile) returns handle-only object
which may or may not exist. All clients of this method expected either compilation unit
existing in Java model, or null; which was provided by the method earlier versions.
Creating handle object that may not exist requires check result.exists(), but I do not
think we need that because it is a waste of time and memory.

We have to rebuild project when 'excluded' attribute for a class path entry is
changed. The most safe solution is to clean/build the project, but since we try to reuse
as much declarations as possible even at class path changes, I followed the same way. When
a Java file is excluded, only event on class path change is sent, and build delta for the
project does not mention that file as removed, which means that our validation cannot
reevaluate dependent files; and probably after such modifications there is no way for user
but to do clean/build manually. But at least we avoid failures.

Resolution: Partially Completed
We still have some problems with dependent CDI projects in case of excluding java classes
from .classpath.
If we exculde a file from .classpath in some project then we do not guarantee that this
changes will be picked up by all the dependent projects which use this class until the
project is cleaned/re-build or Eclipse is restarted. But this is another story and
let's create a separate issue to fix it.
