Induced by change to plugin.xml in org.jboss.tools.jst.web.ui.
Extension element for a new wizard had different values of
class and id attributes. That looked as error but it was not,
though, I agree that it was at least inconvenient.
As soon as id attribute was modified to be equal to class
attribute, references to the wizard in strutstld12.meta
became invalid.
I will update strutstld12.meta, of course, rather than roll back plugin.xml.
