Rereading the version numbers above, it seems like the user has v200910281724M-H247-M4
installed and is trying to "update" to v200909110340M-H277-M3, since the
workaround explains uninstalling v200910281724M-H247-M4
So I'm not sure there's really a problem here, but there may be when we move up to
RC1.
However, this is only a problem between milestones, not between releases. I'm inclined
to WONTFIX this issue since the workaround takes negligibly longer than what p2 ought to
be doing w/o the added assistance.

Under the covers, I think what's actually happening is that in M4 we released two
copies of the same plugin, and p2 is attempting to install both:
plugins/org.jboss.tools.jbpm.common_3.2.0.v200910281724M-H247-M4.jar
plugins/org.jboss.tools.jbpm.common_4.0.0.v200910281724M-H247-M4.jar
(bits are the same except for the version in the manifest.)
This is fixed for RC1:
plugins/org.jboss.tools.jbpm.common_1.2.0.v200910281208.jar
However, because the version is 1.2 instead of 3.2 or 4.0, people will still have to
uninstall M3 or M4 to install RC1. Whether p2 does it for them depends on how they
installed it in the first place. An uninstall then install may still be required.

Rereading the version numbers above, it seems like the user has v200910281724M-H247-M4
installed and is trying to "update" to v200909110340M-H277-M3, since the
workaround explains uninstalling v200910281724M-H247-M4
So I'm not sure there's really a problem here, but there may be when we move up to
RC1.
However, this is only a problem between milestones, not between releases. I'm inclined
to WONTFIX this issue since the workaround takes negligibly longer than what p2 ought to
be doing w/o the added assistance.

OK, the issue here is that in M4 there's no org.jboss.tools.jbpm4.feature. Instead,
there are these features:
org.jboss.tools.jbpm.common.feature
org.jboss.tools.flow.common.feature
org.jboss.tools.flow.jpdl4.feature
and
org.jboss.tools.jbpm.common.source.feature
org.jboss.tools.flow.common.source.feature
org.jboss.tools.flow.jpdl4.source.feature
and
org.jboss.tools.jbpm4.sdk.feature (which includes all 6 of the above)
Do we need to keep that "runtime" feature, or are the 3 individual features good
enough?
Also, in RC1 we've bumped the plugins up to 4.0 (rather than 1.2) so they should be

The issue appears to stem from the fact that the feature was relabelled to add the word
"Runtime", so p2 sees it as a different feature even though it's the same
feature.id.
Solution? Uninstall jBPM 4 (runtime) and/or SDK features, then install the newer version.
Tested using JBossTools-Update-3.1.0.v200909110340M-H277-M3.zip and then
JBossTools-Update-3.1.0.v200912111224M-H175-RC1.zip and installation works great.
Because the suggested workaround works, I'm downgrading this from Blocker to Minor,
and closing this issue as WONTFIX. p2 having problems w/ feature labels should not force
us to never move forward with improvements to features between milestones.
I realize this is annoying, but it's the nature of the current install manager
tooling.
