It occurs to me that we should also file a bug for vagrant upstream providers on windows:
"On windows, the virtualbox and vmware providers should check if hyper-v is enabled
which will prevent the other hypervisors from starting. Vagrant should issue a reasonable
error message instead of just failing cryptically on vagrant up."
platform installer should check/warn if Hyper-V is already enabled.

The platform installer should check and warn if Hyper-V is already enabled on Windows
systems.
Hyper-V takes over the virtualization assist hardware, which will keep VirtualBox from
being able to start the CDK box which depends on VT-x/AMD-V.
