DEFAULT: Here you can configure options of Visual Page Editor, which are used when it
generates the preview

INCLUDED TAG LIBS: Here you can choose tag-libraries (TLD-files) which are used by Visual
Page Editor to get appropriate template during preview generation if these libraries are
not included in the page

SUBSTITUTED EL EXPRESSIONS: Here you can specify values of EL expressions. Specified EL
expressions are substituted for appropriate values by Visual Page Editor when it generates
the preview

Page Design Options dialog is titled "References to resources"
Changing the title to Page Design Options would be good, but changing the description to
something like:
"Here you can configure how Visual Page Editor resolves it references to resources
(files, stylesheets, images etc.) when it generates the preview"
Makes it more explicit IMO
