If it means "should only work for java editor" then that statement is not
correct. Ctrl+shft+T should work on any *perspective* that have the "Navigate java
resources" action/commandset enabled.
That is independent of what editor that is active.
Eclipse global shortcuts does not seem to (always) work in VE
