Before removing javax.xml.ws and javax.xml.bind from TP, we need to make sure no other
bundle/features requires them. Both bundles are actually included in features
org.eclipse.jst.ws.cxf.feature and org.eclipse.jst.ws.jaxws.feature. So anyway, an
end-user who starts from the Eclipse Java EE package will have those bundles there.
It's also highly possible that our WS tooling depend transitively on those bundles.
So I vote -1 for just removing those bundles,
Having those bundles causing issues in Spring IDE is more a symptom of another issue.
Spring IDE's associated projects and files cannot be created and
many plugins never goes past "Starting"

After installing Spring IDE into JBDS 8.0.0.Alpha2 there should be option to create
associated projects / examples / files... from menu File - Other - Spring, but there is
only item for creation Spring bean configuration file. Others are missing. Tests also JBT
4.2.0.Alpha2 and there was not this issue.
