This is a first-pass after solving the technical details. Current implementation as shown
still requires user to select an RSE host.
If we wanted to make the rse-host portion also optional and just have the user declare
their host (not rse, just typing a host), that would require substantially more changes.
[rse-mgmt server] Servers still require access to remote runtime even
when no runtime needed

We removed the need for having access to local runtime when using a remote server but we
still require additional access to the remote runtime (via ssh or similar) even though our
server should be able to deploy to a server that is running in management mode +
externally managed.
