If the default locale is set in the faces-config.xml - then <f:view
locale="en"> will be ignored.
When there are several <f:view>s on the page - JSF on server displays only the last
one, VPE displays all of them. To my mind, we should display the correct locale for each
<f:view>, because it'll be convenient, on the other hand it's not common
practice to have several <f:view> at the same time. If it's not much time
consuming I'l try to make separate locale for each <f:view> otherwise it'll
be one locale for the whole page.
Also we should manage messages from bundles that might be specified outside the
<f:view> tag.

Making exact representation of localized f:view in VPE like in browser was too complex. In
addition there was a problem with determining the right JSF version from a tld file. So it
was decided to use unified solution for VPE:
1) For each f:view template its own locale will be used. Default locale will be
overridden.
2) If there is no locale specified for f:view --- default locale will be used.
3) If there is no locale specified for f:view and no default locale --- default message
bundle will be loaded.

The main problem with JUnits for locales is that on different environments there are
different values for defalut locales. They are set in Java System Properties as
"user.language" and "user.country". Based on them eclipse's
"osgi.nl" property is set to the appropriate locale string.
Eclipse's NL is a bootloader constant which is setup the default language during
startup. We have to restart the application to get the changes applied -- the messages are
bound in only once during the startup (at some point) and we are not able to change them
by setting a property in the same instance of eclipse. That's why we cannot change the
default locale manually from JUnit's setUp() and tearDown() methods.

Be careful with java version you use to launch eclipse.
Java 1.5 and 1.6 loads different locales for some cases.
For example if there is
1) bundle for "en_US" locale
2) no "en" bundle
3) default JVM property "java.country" is "US"
4) "java.language" is "en"
5) and f:view's locale attribute is set to "en"
then JVM 1.5 loads default bundle and on the other hand JVM 1.6 loads en_US bundle.
