The "REPLACE_WITH_ACTUAL_URL" is coming from the WSDL itself if you look at the
soap:address... In my case it looks like this:

Not sure where this particular string is coming from, but it has to be coming from the WTP

This patch checks for the "REPLACE_WITH_ACTUAL_URL" string and if it finds it
simply doesn't log the error.

Jaroslav, can you make sure that when you create the Bottom-up service you are selecting
JBossWS as the Web service runtime type instead of one of the "Axis" varieties?
That said, the WS Tester won't be able to invoke the WSDL from the workspace - the
project isn't the running instance of the service. You'd need to run with the
deployed WSDL path.
So this
(file:/C:/workspaces/runtime-New_configuration-Aug8/JBIDE-11294-29May/wsdl/HelloWorldService.wsdl)
should return a "java.net.ConnectException: Connection refused: connect"
exception.
And this
(file:/C:/Runtimes3/jboss-as-7.1.0.Final/standalone/data/wsdl/JBIDE-11707EAR.ear/JBIDE-11707.war/HelloWorldService.wsdl)
returns the expected SOAP response message.
There simply isn't enough detail coming out of the project as the WS Tester runs today

Ok... I did some more digging.
1) Using your steps, there is a difference in the soap address between the deployed
version of the WSDL and the project-based version of the WSDL.

3) But before that, I was getting the same message in the error log and the response body
you saw. It couldn't find any service at the url specified.
So... First, the generated WSDL needs tweaking, but that's coming from JBossWS and I
really don't have any control over how that WSDL is generated.
Second, I am able to get it to run with the modified soap address URL.
I really don't know what to tell you.

The fact that it can't connect? Not really - the error is valid. The URL simply
doesn't exist as specified in the WDSL. The same error will happen if they test an
external WSDL and CAN'T edit the WSDL because it's on a remote system.
We might be able to provide a more intelligent error message, but not for this release.
Can we push this off to the 3.3.1 release for now and I'll investigate how to provide
a more lucid error message (i.e. "The URL specified as the SOAP address in the WSDL
for this operation does not exist.")?
