Wow, just tried this again and the steps to reproduce this are very specific and only
happen when the editor is first opened! If you try to follow the same steps a second time
you won't see this problem, so here it is:
1. open editor
2. drop a Pick
3. right-click on Pick and add OnAlarm
4. right-click on OnMessage to see "Insert Before" menu action (this should be
"Add").
If you try this sequence a second time, step 4 shows the proper menu ("Add") -
you must close and reopen the editor to see this effect again.

It's possible to get 2 context menus for OnMessage and OnAlarm branch. While both are
usable only one of them is consistent with other context menus for similar activities. The
first (IMO correct one) allows to add activities to the branch in question while the other
does not.
