It depends on Use case.
If user wants have seam model -> Seam Components view and CA features in projects, Seam
Runtime isn't necessary. But for Seam Wizards it must be provided. Because they are
using seam runtime to obtain templates for seam artifacts.
Creating Seam Web project is one more case. We cannot allow using seam version that is not
actually supported by IDE.
That means we can have it as optional on Seam Settings dialog, but if user not set it,
Seam Wizards doesn't allow to create seam artifacts.

Why not ? This require us to do releases of jboss tools even when we don't have too
just because seam did a new release! It should just be a warning!
If we had a 2.0 runtime AND 2.1 runtime support then I would be ok with you making it an
error to try and use a 2.1 seam with your 2.0 runtime, forcing the user to use
2.1....because then you actually have a way for the user to workaround it...now you
don't which is what sucks.
