I have added the IRuntimeLifecycleListener listener to the ClasspathCorePlugin class. It
clears the cache when a runtime is changed or removed. If you want to be sure, you can
review the patch attached to JBIDE-7860.

Once a new project is created and CDI enabled property set on sub-projects everything
stops to a crawl and the whole eclipse becomes too slow.
The issue is manifesting itself with CDI validation off.
