Len, I think you are mixing two different concepts/concerns.
The runtime downloads are keyed with an ID which are used by project examples to be able
to pinpoint which specific version it supports/works with. Thus if we remove one of these
an example needs it won't work.
The server runtime adapter list you show are things that works with range of servers and
versions thus they do not match up since very different concepts.
And yes, as Snjezana says - what runtimes is it you are missing ?
All the current releases are there.
Preferences -> JBoss Tools -> JBoss Tools Runtime Detection
-> Download button ------> Shows a subset of the runtimes and includes outdated
interim releases - external XML file containing release strings should reflect current
server releases
