That looks like a bug. I'm guessing that the explanation might be that CR1b was moved/promoted as CR1 under development/. We now point to the staging dir at http://tools.jboss.org/cat/#get-started so we'd like all of the content to be there. (Or we'll have to use something else.) If you really need to move the contents, then you could link to the new location from staging/.
