I migrated the whole menu contributions (context and view local menu) to the newer command
framework. It allows fine grained, declarative visibility/enablement. I already
implemented a whole set of those, in the way I understood the current code (action based).
As far as I understood the comments in this issue, the current code does not implement
this completely accurately.
My current implementstion's available in trunk. I currently dont understand the usage
good enough to be able to be certain about it. You could be a great help here if you also
have a look at what's currently present.

Normally refresh is called by right clicking on an artifact (e.g. a folder) and choosing
refresh, not from the drop down menu on the top right of the panel.
It's very counterintuitive having it up there, it should be available on all folders
views (and I would argue not in that menu at all)
